It's more of a concept than an invention. Along the same line as things like the "spinning light trick" and other such things.

The spinning light and laser trick had been developed by several different people independently, but yet about all the same time. I guess we all ran up against the same problem at about the same time.

The concept probably came out of either pixar or ILM first like most things in CG do. I like to think that when they were writing their rigging tools that they were thinking of this concept. The reverse foot wasn't an after thought or happy accident most likely because it works very well.
