Any ideas how i can achieve this effect that this guy has made in Blender?

You could try using your letter to boolean a shape out of a subdivided plane, then use the points on that plane to instance geometry.

he just duplicated the plane and created different weight maps
you can do the same in lightwave by duplicate a plane with different weight maps ; or simply the same plane with same map and different scales

i read in lightwave document about raycast
you can use the method posted by : JoePoe
than use raycast and distrubite shapes with different scales ; maybe you can get what you want
