Reflection blur percentage is a percentage of what?

Well, in material nodes it's tied to Roughness.

....but, by itself, I think it's an arbitrary %.

This should give you idea how it works internally in renderer.

For 100% newly randomized normal vector is full 180 degrees (-90...+90) in two axes.
For 0% there is no randomization at all.
