They seem to hate each other. I'm not 100% sure it's relativity but it looks like it.

I rendered an 11.6.3 scene with Relativity (wheel rotation) and GI and I had baked the radiosity scene.

The resulting render created artifacts on the floor.

The second image shows Rel Disabled and the cache cleared.

Has anyone else run into this? If so is there a way to correct it?

For motion the cache does not store per frame. It adds samples. Think of it as a point cloud. You can see this not only in the wheel shadows but also look at the bed of the truck. Depends on the animation you are doing and in this case you are better off not using the cache.
