Can this result not be obtained by rendering at low resolution with AA turned off and scaling the image up?

That technique looks like a surfacing technique. The Blender example looks to be doing it based on the rendered image.

If you are doing surfacing for pixel x,y by shader
and you will div by f.e. 2 (1/2=0.5)
then floor it (0.5 floor = 0)
and multiply by 2 again (0*2=0)
you will get rid of floating point value between.
Then you can get same surfacing from couple pixels visible on screen.
Thus pixelization.
