According to the LW 10 manual there's a way to change the start time of particles by using the 'Shift Frames' field, and there's a screen grab of the File tab interface displaying the interface. The trouble is, in LW 11.6 the interface has changed; there's no such field.

Can anyone tell me how to offset the start of my particles? They're starting on frame 0, and I want them to start on frame 480. There's no animation in my scene, only particles, changing textures, and a morph.

Use the 'Fixed' toggle in the particle emitter window to specify a start time.

Or save your simulation and set 'Playback' to key and put a keyframe where you want your simulation to start playing from.

Thanks Empchan, 'Fixed' did the trick!

I saw the Playback/Key setting discussed in another thread, but couldn't get it to work.

You'd think someone could have found a more intuitive word than 'Fixed', like maybe 'Set'. Anyway, I'm very glad the function is there. I never noticed that check box before, but then I just used the word 'interface' twice in the same sentence; I'm not always paying as close attention as I think!
