Define "animate"..

You can make 2 weight maps, then connect them to Tools > Mixer,
and take Item Info > World Position of some null as 1st input, and Spot Info > World Spot Position and 2nd input to Math > Vector > Distance, and plug to Gradient, then to Mixer's Opacity..

And moving null will change one weight map to other weight map..

Pardon me for not being more specific. "Animate" as in: when I move the null, the weigh-map follows. If two weight-maps intersects, the effect will be additive.

What you described is more like a transition between one weight map to another, if I understand correctly.

You cannot offset weight map. It's per-vertex, so it's sticky to currently evaluated spot.
