My worlds clear ,, I'm just suggested that if we have a software for drawing like sketchbook pro, ( http://www.autodesk.com/products/sketchbook-pro/features/all/gallery-view )
you can draw 2d and then convert it to 3d easily...
just simple ...
I asked, or suggest ,,,

You can use the vector : "Illustrator", "Inkscape", etc...

After all depends on what you want to do. It may be a deformation texture either "Displacement Map" type, or "Normap Map" type.

It may be something else. Can you clarify what you have in mind ?
