Trying to make a wing with a lot of feathers using instancing. But I'm having problems with that the feathers will not rotate with the mesh. Is there any tricks to make this work?

OK, I'm not sure how much of a help this will be (I think I'm going for a slightly different end look to you), but strangely enough I'm working on something similar using 11.6' Spline Control. I went the route of having a rig purely for the pin (main flight) feathers. I used 2 splines (in blue) that followed the bones of the rig: Spline 1 was for feather placement along the wing. Spline 2 was used to place a bunch of nulls (1 per feather) which I used as targets for the feathers.

It's far from perfect, but I'm no rigger, and this is only a proof of concept.

Will it rotate and fallow the mesh?

That's the idea :D
As the wing closes the spline gets smaller, and the targets shift along the spline.

11.6 Pre-release content. it'll be in your download area. Very good explanation of Spline Control.
