You can get identical results with a combination of IKBooster and Relativity. I'm willing to bet the splines introduced with 11.6 could also be a tool to achieving this. However, the control scheme itself would likely need some adaptations.

I personally like to keep things flexible though and ditch setups like this. The rig shown in the video would fall apart easily without complicated switches and multiple animation channels; what if the trunk needs to be constrained to a point? What if the trunk needs to grab something? What if it needs to be relative to a surface? Can they be made to work on top of those controls without adding complexity to the rig's control scheme?

Around the hour 30 minute mark, Larry does a Doc Octopus arm using IK Boost that reminds me of an elephant trunk.
