Can someone explain to me what's going on in this video?

It appears to be an exporter for a program (Miku Miku Dance) which allows people to either create or mix animation clips, which uses some sort of standardised skeleton, as well as some soft body stuff. Presumably for dancing animations.

Translates as this: "Make the MMD model data from LightWave ② (turban shell) "

"To convert set to MMD for the data model which I made with LightWave3D. Try doing low-poly made to practice in the beginning in the "turban shell". I'm sorry without BGM."

From Lightwave3D v9.6 to PMD Editor import process.

Using the PMD Exporter when making the PMD file, at least 4 layers have to be there.

Layer 1 - Object name of Layer
Layer 2 - Triangle polygon shape data
Layer 3 - Skelegons
Layer 4 - Things like Facial Expressions name layer.

(1 and 2, any kind of object has to be there.)

Skelegon Settings

For skelegons there are several inclusive rules.
To start..
Center ---> Center Point
Upper Body ---> Neck ---> Head ---> Head Tip

Such as the state it was made.
After preparation of the order, the index number is fixed so be careful.

(Skipping this.. do not really understand the meaning..)

AS PMD Helper

12 plugins to be registered.
(From the menu load the plugins yourself)

- PDM file is written out.
- IK Chain creation(controller ---> Choose Goal IK Chain order.)
- IK Chains angle limits stiffness (Used the word neba..) parameter settings
- Bone classification settings
- Floating Bone relationship parameter settings.
- Refine
- Initialization
- Point Normal
- Classification selection Tool.
