Is there a tool that, given the major and minor axes of an oval, can generate a 2D oval?

I want to match an oval, but I want mathematical precision, not just "eyeball" precision.

(And it'd be nice if it worked at every angle, ie not aligned to the xyz axes.)
(And if it made a 3d ovoid, I'd be cool w/that too.)

I must be missing the meat, (as they say).

2D Oval: Can't you just use the disc tool numeric panel?

3D Ovoid: use ball numeric.

Both can be aligned to an axis (even arbitrary) after creation.

I know you said before that you need a free solution, but LWCAD would allow you to snap to a dimesnion with an oval. Just pointing out how essential I find LWCAD essential for even everyday tasks like this in LightWave.
