It would be great to have the symmetry tool updated so we can choose which axis it works on. It's quite frustrating that you cant't work with symmetry in Y or Z.

You mean Symmetry toggle?
Symmetry is not a tool.
It's state.
State that's read by any tool and implementing the way they want to, or ignoring it.

Read it - to make it working with any axis, the all modeling tools would have to be rewritten.

True symmetry should work like VirtualMirror

be history stack/modifier/node that is analyzing input geometry, reverse it, and output both original and mirrored version, seamlessly joined.

Implementing modifier/history stack, or nodal geometry generation, is cure for the most of issues..
