Is it possible to bake fiberfx to a UV texture using the surface baking camera?

It's impossible to make a baking what depends on the incidence. It may be a fake with a texture for example. For the fiber you can achieve a similar effect with the anisotropy otherwise.

like Areyos says, anisotropy might be the best alternative.
you can take a screengrab of VPR FFX and map it onto a UV though. (you would have to combine several screengrabs/renders)

I did find a kind of work around by using mental fishes UV2Morph plugin. Applied the morph then copied to base morph, applied ffx and baked to UV texture using the surface baking cam. It's far from perfect as the seams need some clean up but it works pretty well for creating a base texture.
