Does anyone know what would be causing these odd circles in the render? I'm pretty sure its just the Carpaint shader and the chrome parts are reflecting the carpaint. The environment and lighting are setup by sIBL.

First render is using an area light, second is using the original distant light. If any other settings would help, let me know.
Thanks,
Wyatt

Yes. The render settings that sibl sets up are really really bad. It irritates me every time when I use the sibl plugin.
It's not the carpaint shader. It's your gi settings

Minimum PS don't go under 1. Between 1 and 4 gives good results
Maximum PS You actually don't have to go below 50.
To get nice results for final renders its best to use between 1000 and 2000 rays PE . For preview I would use between 100 and 500. Since you have a lot of reflection going on you don't need extremely high values. For secondary bounces use between 10 and 250. 20 is enough in most cases. Angular T 25-55 (45default) will be fine. Check what use gradients does for you.

ps: Why do you have caustics enabled? And I would turn the raytrace occlusion off.
