I bought UrbanPad awhile ago and Gamr7 went bankrupt before I had a chance to get into the app deep enough. I have a look and see if that dead app is still useful. http://gamasutra.com/view/news/167903/Urban_PAD_middleware_dev_Gamr7_closed_selling_its_ tech.php#.UMJ-dHeqYSQ

CityEngine seems a touch expensive if it's not a pressing need for cityscapes/roads etc and I'm not sure how well it works low poly & if it has any tools to help with scene splittling for loading resources which is needed if you wanna do anything GTA-ish. But maybe GhostTown is worth a look. Thanks for the heads up.
