I would like to zoom in or out on a picture, like you do with your camera, how do you do it with my tricaster?

AFAIK - There is no straight forward way in the TriCaster to do a 'Ken Burns' style pan and zoom around pictures. You can use a virtual set (like A over B) to zoom in to the center of an image, or create a custom set to zoom in to another spot (or pan and zoom if that is what you need), but that would require VSE to do.

Of course, with any tool for zooming in, you need to scan the photo at a high enough resolution that the 'zoomed-in' view isn't compromised.

Is this a one-off thing you are looking for, or a general tool you'd like to have?

Your signature only lists TriCaster, Pro and Studio, so I'm assuming you do not have an XD model TriCaster system. With the SD models are no zoom/resize capabilities. You can grab an image and create a zoom effect in SpeedEdit, then export as a clip to play in a DDR. Not real-time but would give you what you are looking for.
