This below link explains how to make a Normal Map within 3DS Max.

http://www.bencloward.com/tutorials_normal_maps11.shtml

I have made the scene in Lightwave. Hope I got it all right.
The F9 Render looks like a normal map.

The scene is attached.

Cheers,
Remoc

Fantastic!
Thank you!
Now it would be nice to generate vector maps :)

You should realize what distant lights are doing in trick - they're vector dot product between surface normal vector and light sample direction.
So instead of setting up so many lights without sense, there is needed proper node tree, like below one.
It's very flexible - if you want to swap some channel - just change connections. Or values.
Const > Vector have values 1,0,0.... 0,1,0.... 0,0,1
instead of 1 you can use -1, or swap channels where is 1 and where are 0.

Add vector has 1,1,1 (because dot return value between -1.0 and 1.0)
Scale vector has 50%, you can use Multiply vector as well with 0.5,0.5,0.5 as second vector.

So, if dot is -1 then -1+1=0*0.5=0
if dot is 0 then 0+1=1*0.5=0.5
if dot is 1 then 1+1=2*0.5=1
