I have a user who's using NewTeks Toaster 2 for audio and video capture and then using Speed Razor 4.8 SE to edit the RTVs with.

Every now and then (it's on average every 5mins) whilst editting, the audio drops out to silence and the video keeps playing , ignoring any keypresses, mouse clicks etc for about 10secs+.

This is NOT a system specific problem since our other system did the same.

Please help!

Have you got the Windows Sound scheme set to "None"?

See my post under SpeedRazor2000x above. At least it is not my version of SpeedRazor that is incompatible. If you find a solution let me know!
