I need to do some high quality architectuaral walkthrough/flypast stuff and we would like to populate the scene with bkurred/stylised figures (some moving).
Any ideas ?

I would consider doing the figures as a post layer, with luminosity, in a white scene (to get the interaction with objects), with a lot of exaggerated motionblur ..

Maybe with a bit of sine-wave movement in expression editor, to get the steps:

You can add a noise map to the luminosity to get those streaks in the motionblur, perhaps ..
