I am trying to get an object to rotate around an arbitrary axis. To this end, I added the QuaternionBooster motion modifier to the relevent object, but it doesn't seem to make any difference.

Adding the RotationOrderConverter modifier to the same place does have an effect (but not quite the one I'm looking for).

Is the QuaternionBooster broken, or do I misunderstand what its purpose is? (and I also note that this item is missing from the documentation).

Quick idea: maybe you could try parenting in place the object to a null at the arbitrary axis. Then rotate the null.

Quat booster simply applies stepped fixes to an items rotations to work around gimbal locked, drift rotations... its explained in here...

If its an arbitrary axis that's not either the parent, local or world axis as relative to the item, then yes as said, easiest is to use a null on the inbetween to offset the axis as desired.
