Okay, you have two blades in separate layers. One is moving. One is not.
How do you want this to look?
Do you want the blade to spin like it is cutting and be stationary?
Do you want it spin like it is cutting but follow the path it is currently following?

You are probably going to be better off setting the blade rotations in modeler to 0,0,0.
Center the blade with F2.
Parent your blade to a null in Layout.
Animate the spinning of the blade in Layout by changing that axis of the blade.
Slant the blade the way you have it currently set in Modeler by changing the rotation of the Null that the blade it parented to.

But, I'm just guessing that is what you are trying to do.

So set up the blade in Modeler with no tilt. (Trust me, you add the tilt after the spin.)

Then follow the directions above.

I did this and noticed a little wobble left in the animation. It looks like it is from a bow in the blade model itself.

Good Luck.

It is easier to make the blade with no tilt and make it spin.
Then you parent it to a null that you can tilt and move around if you want to and the blade will follow.

But, if you are determined to add the tilt first then try to spin it, you have to make sure that your center of rotation is set to the center of your object. By default it is set to 0,0,0 of the plane the object occupies. But your object isn't centered so when you try to apply a rotation it is wonky (technical term) Check for the Center Pivot tool in Modeler.

Good Luck, but I think you are doing it the hard way.

Sure!

Just follow what Dexter2999 said.

I didn't use a null, just key framed the blade rotation at frame 1 and frame 60.

This is what I had to do to your scene to get it like you wanted.

Center the blade in modeler.
Remove the rotation, in modeler.
Sync to layout.
Move the blade into position.
Rotate the blade into position.
Set a key frame at frame 1 and 60. Both the same.
Move the slider to frame 60 and set the rotation B to 90deg.
Set a key frame at frame 60.

TaDa!
