Do anyone know of a program where you can spray grass, plants, trees and so on on an image. Maybe a 3d plug-in for Photoshop?

and Zbrush has some nice grass painting tools...ordinary paint brushes, or fibermaterial wich needs to be rendered.

Here´s a photoshop tutorial about creating grass branch and finally the whole grass..

There's some program that let you place sprites in an image by using its Z depth pass. Can't remember the name of it, better luck asking in archviz section :)

Piranesi. It's an incredible time-saver for placing people, trees, bushes and the likes, comes with a nice cutouts library and does a lot of other things too - and it has a Lightwave plug-in.
