If you need to do this in VT-Edit you can try doing so with the holdstill filter.

to get the 24 frame result for 1 second worth of video you need to have the following:

1 filter of one frame
1 filter of one frame
1 filter of one frame
1 filter of two frame
1 filter of one frame
1 filter of one frame
1 filter of one frame
1 filter of two frame
1 filter of one frame
1 filter of one frame
1 filter of one frame
1 filter of two frame
1 filter of one frame
1 filter of one frame
1 filter of one frame
1 filter of two frame
1 filter of one frame
1 filter of one frame
1 filter of one frame
1 filter of two frame
1 filter of one frame
1 filter of one frame
1 filter of one frame
1 filter of two frame

Once you have the first second done you can copy paste do fill out the rest of the video. Make sure you save every other paste, this tends to be quite demanding on VT-Edit.

Other solutions would be to go through Digital Fusion or After effects.

Hope this helps.

P.S. It would be ultra cool if the NewTek wizards could come up with a 24P filter.:D

Aura can do this as well. Newtek have a tutorial at the following location:

http://www.newtek.com/products/vt/tutorials/film-look/index.html

With Interpolate enabled, this produces very good results.

The problem I had was it didn't want to work without preloading the entire clip, which is only practical for very short clips.

Doesn't Vidget handle that in a single click...?

I think that vidget isn't VT friendly.
