I'm doing this simple little station ID using the dielectric glass surface under a transparent plane with a ripple displacement map. I was hoping to just crank this out and get it on-air, but I can't fix this problem.

I keep getting render noise in the object only on parts under the transparent plane. The noise flashes and moves around so it's not a particular polygon.

I tried increases the subpatch level of the water plane and it seems to have no effect. I made a lot of changes to the dielectric surface and the only thing that seems to work is to blur the refractions, but I think the noise is still there, just blurred.

I did a search and found similar issues but none of the suggestions seemed to have any effect on my scene.

In the camera panel, try lowering the Threshold to .03 or lower.

isn't your geometry overlapping with the water surface?
if not, maybe you're getting some weird reflection from your backdrop/reflection map?

Yes, it is overlapping geometry. Is there a way to avoid this? I'm not exactly sure how to dynamically clip an object's geometry using another object.
