Hi,
not sure if this helps, but anyway:
can you confirm, that Win7 "sees" the Dongle? (Systemprefs>Hardware&Printers).
You should try every USB port available.
If Win sees it, I would guess that this is a conflict with Parallels (also try every USB port).
Did you have the dongle attached while installing the driver? If so, try to de-install the driver and re-install without the dongle attached, restart your machine and try if that helps.
If Parallels causes this, you can install BootCamp also (less comfortable, but reliable).
BootCamp installs special drivers to support Mac hardware under Windows as good as possible.
But be careful with the install as you already have Parallels Desktop installed (follow the instructions from Parallels and Apple)

(If you can fix the dongle issue and run into troubles with the Layout "make license" procedure, be informed that you can also create the license file manually by writing your Win unlock key into a plain text file (just paste the number into the first line) and save it as (or rename it to) "license.key" into Programs > NewTek > LightWave 3D 9 > Programs).
