-Assign a Title Template to any source in Upstream effects row

what does this mean and how do i do it?

I'm not 100% certain, but I'd imagine that to be based on the fact that you can put a graphic overlay (doesn't really need to be a title template, mind you) in a LiveSet and assign that to a Switcher source in Input Setup.
