flocking question

Is there a good plugin for setting up flocking? I’m looking at doing a short with birds..

I would look at making a flapping bird and then MDScanning it. You can then use FXLinker to apply a bird to multiple particles. Each instance of the bird can be made to run thru its animation a bit slower or faster then the others. There is also a plugin called displacement baker which is like MDScan on steroids. You can control the playback speed and more of each 'instance".
