I have vista 64 bit and Lightwave 64 bit. Layout reports that I have about 2 gigs of physical memory available but less than 200 megs of virtual memory available. On my system I have 2 page files on two separate hard drives (both non os drives) with a combined total of 18GB. Windows reports that I am using 1.358 GB of the swap file.

Why isn't layout 64 bit seeing the other 16 or so gigs of my swap file(s)?

I think that it's just the way that Vista stores data to speed up tasks. It is often seen as Vista being a memory hog when it is in fact speeding up common tasks. Unless you're experiencing memory problems I'd just accept that it works and leave it at that...unless you've been tampering with the swap file usage, in which case you might have screwed it up.
