Is this feature in VT3? If so How?
I will want to put a mini dv tape in the camera and capture with timecode without doing and in and an out like in speed razor.

Certainly. Use the VT[3] capture panel.
Since you're using manual capture instead of Batch Capture, you'll need to go to the comments panel and set the offset there so it will reflect the proper beginning timecode. At that point, you can set your record session for however many minutes you know it is, press record, and go enjoy the day.
The other, slightly more complicated method is after the fact, you can create a text file in that clip's NewTek Info folder with nothing more than the timecode values within the file. Save this file as "Filename.rtv.timecode". You might want to batch capture a short clip to see the method used.

If i am doing a quick open ended capture of say something my client forgot to put in the list then you are saying that I have to estimate when the clip started and "offset that". If I had captured with a TC burn then I can get that accuracy but other than that my clip will not reflect the original clips timecode. It may be good enough for finding the clip but if I wanted to recapture a project that had been cleaned out of the drive...? Which brings me to another question. I see edl import but no edl export. If I wanted to sent a project to audio post I need an edl or OMF. I had hoped that I could "set myself free with VT3" but it looks more and more like I will be using my old dead "edit" system.

I know that now that VT3 is hitting the streets the real beta testing is happening. With that in mind when will, if ever, will there be full timecode support in VT3,VT4 etc? This should be full capture, batch, openended, with NDF and DF settings. Also with this you need to include edl export as well as import. I do some projects that need to go to audio post. Without OMF then I need at least an export of the program edl so the post house can pature the audio for sweetening.
