Sooo, White light, green specular and blue hair creates a yellow highlight? Interesting lol. I'm doing several tests but so far I'm not understanding where the yellow is coming from.
Anyway here's an example of fiber FX hair guides in 9.5 along with fast skin. One is with monte carlo animation Radiosity and the other is just the area lights.

There, that's better. I increased the secondary gloss to 100% and brought the highlight down to 40%. As you can see it resulted in a tighter specular/highlight.

Looks pretty good, hairwise.
I can't bear to look at her skin, though. If it were me, I'd adjust her flesh tones so she doesn't look diseased.

I was going for a sickly pale. Or do you mean it really looks disgusting? I appreciate the feedback, that's an interesting response. . .I mean it.

It's the "marbled meat" red-and white tones that are disturbing...it looks like she's had several facelifts and the skin is stretched super-tight over her skull.
In my experience, getting flesh to look "right" is often involves adjusting the image map to work with a particular lighting setup (counterintuitive, I know) or just tweaking the rendering in post. The below-attached image is what I'd consider "sickly pale" (I opened your file in Photoshop, lassoed the face, and decreased the saturation.) She's still got a bit of a "skier's tan" --pale where she wears her goggles--so if it were me, I'd probably reduce the contrast on the face's image map even further.

A perspective:
The skin, for a caucasian, looks overly mottled and sickly. For someone that is mulatto, i.e., mixed, this can be seen daily, and it not be seen as mottled nor sickly.
This last image, with the great lighting, leaves me without the inital dislike for her skin: it is starting to look really good. She needs some anim now. Life, that is, as she has the expression of a mannequin(sp?).
