Whats IES mean?
I believe it's an abbreviated version of "Illuminating Engineering Society of North America (http://www.iesna.org/)". Ironically, you won't find any IES web files there though!

Wasn't messing about! IES stands for what I mentioned above, but to elaborate, when anyone mentions IES in a 3D context they are usually referring to IES lights.
IES lights are special lights types in 3D that use 'captured' light intensity data in the form of a 'IES web file' (.ies)
The web part has nothing to do with the web, it's just the name they've been given.
This allows you to create accurate _looking_ light spread with all the artefacts that real lights display (think of those streaks that you see on halogen spot lights on a wall).
Here's an example, as you can see, you can load in these data files to give all sorts of different looks to your lights.

You need to be part of the 9.5 Open Beta, if you are on 9.3.x you can register to take part and test out all the new good stuff!
Or you can use Denis' IES Map plugin to fake them:
