I'm trying to apply a motion blur to an image sequence imported into Lightwave. I've tried as a background, front projected onto an object, and directly mapped onto the object all with the same results. Doesn't Lightwave figure texture animation into motion blur?

is the camera moving? or the thing with the projected image? are they moving enough to get a motion blur? Is motion Blur on in the camera properties pallete? It should work.
According to the render engine, nothing has moved. Only images swapped during the animation playback. I don't know if there's any software that tracks pixel values/speed, but I'm pretty sure LW doesn't

Try ReelSmart Motion Blur for After Effects/ DFX/ Shake/ Avid etc.. http://www.revisionfx.com . Otherwise there is no way to get MB in LW - 'cos nothing really moves (thus no temporal oversampling).
