Can't say I have seen "racing" or NASCAR ones yet. I have found quite a few free ones as well as having purchased the Hat Tricks series.
Check this out (http://www.roomies.dk/vtfx/download.htm) for two dve's, one of a 64 t'bird & the other of a porsche.

I bet you could a few bucks to the creator or to Faraz (http://www.toastersupport.com) and they could whip up a few for you.

an easy way to do one is to have a brush of a car or a set of cars and move that at the same time you do a simple side to side wipe.
