Anyone know if VT3 will burn directly to DVD? If not, then what is the best method to convert an edited program to DVD?

VT[3] does not have any encoding or DVD authoring software. However, its avi wrapper will allow you to use the encoding/authoring software of your choice. The most predominant favorite seems to be TMPGEnc and Ulead's DVD Workshop but the choice is yours.

Even easier than an avi wrapper - from the VT[3] section of NewTek's web site, VT now includes a TMPGEnc plug-in encoder that will allow the import of any Toaster Edit file type or completed project into TMPGEnc without rendering.. Simply point TMPGEnc to your VT project file and it will accept it for both video and audio, no muss, no fuss, no rendering anything (not even an avi wrapper).

I'm using Ulead's DVD Workshop and having much success!
TMPTenc will load a Toaster Project and convert it to an MPEG.. I've also used DVD Workshop to load a DV.avi and convert it to an MPEG..
TMPG seems to be a little faster, but either way will get you there.
