Repair of a Y/C Plus card?

Does anyone know if there is anyplace that can fix a Y/C Plus card for the Video Toaster?

Unfortunately I bought it off a guy on ebay but it has never worked properly only the Y/C outputs work (yes i have set the jumpers on the card properly) also when I have the card hooked up sometimes the Toaster will not sync properly and I have to try restarting several times.

Its been some time but I thought that I should post an update.

The YC-plus is working properly, My ATX power supply was faulty and not supplying enough voltage to the Amigas system.
