Is there any way to increase the limit of a single polygon to more than 1023 verticies in Modeler?

Nope, there is no way. Read your manual/ LW help -> this is documented in the appendix. What are you trying to do? the only thing I can think of is a very complex logo. Or is it something else?

I actually looked in the manual first and found no mention of the limit, but thanks for the info.

I'm creating an outline of the continental U.S. that I want to extrude without the state division lines.

make it out of as many polys as you like and use smooth shift instead,
