I have a customer that wants me to convert a mini DV tape to a DVD to be played in Thailand. Any suggestions on how I can do this? What format do they use there, PAL, SECAM?
I know Thailand is region 3 but if I don't use a specific region I guess it would play as long as it was in the correct video format.
Any help would be appreciated.

OK I found out that Thi DVDs are region 3 PAL, so how would I go about using my VT4 to create a dvd. Could I just capture the DV footage into VT4 and render to PAL, then encode to MPEG-2?
I do know in many other countries that NTSC tapes (and DVD) signals will play on their DVD players and TV's.
My fiancee is from Turkey and she takes DVDs I make their all the time with no issue.
You are correct on the regional coding, the region only matters if one encodes the disk to play in certain regions.
Most DVD players in Thailand aren't region-locked anyway, so don't bother locking it to region three (unless you have to).

Most authoring programs cod as default region "0".
This plays on all machines. To specifically code a region you must use a Stamped disc made with a "DLT" Master.
Just burn a regular disc, most players out of the US will play and convert NTSC to PAL.

Exactily what Pete said. Unless you check the Region Code it will default to ALL. I have yet to encounter an issue with foreign DVD players having problems with standard NTSC DVDs. The list of places I have had burned disks go to is pretty extensive and all reports back have been positive.

SO even if the country uses PAL as their video standard, their DVD players will play NTSC DVDs and output it to PAL?

Most of the new players do this.
I bought a $30 "Cyberhome player" at target and it even converted pal to ntsc here. This is becoming more common.
the region codes are for movie release in dofferent countries.
region code "0" will play on any machine and does not need to be stamped.
