Locking clips to program time

We need a way to lock clips to program time, so that when other things that are happening (like the in-between black that automatically resizes when changing other clips in storyboard) the downstream clip doesn't get shoved further down in time, or work it's way up the timeline.

We had this ability in the Flyer.

I will add a second to that one. When working with long form projects this feature would be invaluable.
