I have installed LW 8.3 but I am having problems launching layout. I temporaily removed my firewall because tech support said it was being blocked.

When I go to Start, Programs, New Tec, Additional Tools and click on Hub it appears on the Task Bar, but when I open Modeler and launch the Hub from the Task Bar, it opens up Lightwave and in Modeler, the Layout Down Menu Arrow is still being grayed out.

Check the hub config file and see if more than one version of layout and modeler are listed. This may confuse the hub.
For your firewall, it needs to give, the hub, layout, modeler and printer service permission to use the net. I don't know why printer service is necessary, but if you don't give it permission, layout and modeler will take an extremely long time to load and will look like they have locked up.
