I've crearted a flower with 8 24 petals.
Mw problem is how to open them all at once and should each petal be on a separated layer?

Animate 1 petal, either using bones or morphs (when using bones you might want to create an object sequence of it)
Place 1 petal, clone this one x times (the amount you need).
Now open the Scene editor and start parenting the petals to eachother like so:
Petal[1] is the uber petal, parent Petal[2] to this one, parent Petal[3] to Petal[2], parent Petal[4] to Petal[3], etc,etc (this can be done relatively fast and simple in the scene editor by dragging and dropping.
When your done select all petals and rotate around the Heading axis...see...now a bit around the pitch...ooohhh...aaaahhhh...
Now Scale them a bit and voila, a complete flower with a hundred petals that even animates....
