Will the 64-bit LW Be a "Pay-for" Upgrade?

I'm currently using LW7.5c, and I'm interested in upgrading to 8.2. However, I just recently purchased a 64-bit machine. Will the 64-bit version be a "pay-for" upgrade?
(Another person asked this question earlier, but I didn't see an official response.)
