How do I get particles to bounce?

If you got things setup already and no bouncing is happening, perhaps you simpy need to press FX_Start.

I would like to have the particles bounce off the collision object. Also I am useing 6.5.

I don't remember if all this is applicable in 6.5, but I would think it is.
If the collision object is a polygonal/SubD object then with the object selected enter the Objects Properties panel and add "FX_Collision" from the Add Custom Object dropdown. Next, doubleclick it to open the FX_Collision panel. If it's a regular polygonal object chose "Object" as Type, if it's a SubD object chose "object-subdiv". A Bounce/Bind power of 100% makes the particles collide with the object while anything above that makes them bounce a little upon impact aswell.
Naturally, to get an accurate collision simulation you have to run FX_Start (which lets the FXEngine do all the necessary calculations). Just scrubbing the timeline back and worth directly will only give a quick preview and usually won't be enough if you've got collisions happening. Also if the object is displaced/deformed in some way (bones, morph, displ. mapping) then you must always run FX_Start to get accurate dynamics.
If your just looking for general information the manual is a good place to look. Otherwise try to provide more specific information of what your trying to do and what you've already tried.

Again as I'm not on 6.5 I can't tell you for sure. But it should be under Scene>Dynamics. You also have a Start button in the FX_Browser panel. If you can't see any of these buttons anywhere perhaps your menus aren't setup right or the plugin hasn't been properly installed. I would suggest you enter the menu configuration panel and do a search first to look for FX_Start (case- sensitive!). If you can't find it the plugin (particlefx.p) isn't installed. If you do find it, then either just choose Defalt from the Presets at the top or just place it in your menus somewhere yourself.

Hello again I do not see bounce as one of my choices under the collision properties. This might be because I have LW 6.5. There is bound,stick,erase,event, scatter,and attract.

just tried it in 6.5. (7.5 has the extra "bounce" mode where 6.5 has "bound")
Select plane and 0 radius/level to make the level of the collision plane at Y=0 to make your ground.
Have your emmiter above the ground to spill some particles.
I set the bound/bind to 150% and gave it a little friction, 5% and the particles bounce and randomly scatter in a realistic way.
