Is it possible to use an object in a backgound layer as a "snap-to" target for modelling being done in the foreground?

Alternatively, is it possible to copy some points from the target and paste them as frozen "snap-tos for modelling purposes?

sure, to the latter. Just search for "snapsets" on flay.com. I use these plugins, they're great. In conjunction with "cplane", they are even more useful.
