Realistic looking hair that is in an anime style or cel shaded anime hair? For realisitic hair in an anime style you could go to http://www.menithings.com/manual/Tilt_Hair_01.php?action=how.

For cel shaded anime hair it would be a matter of modelling it then using a cel shader with the correct settings etc..
