Point Belt Selector

Does anyone know where I can download the modeler plugin
"Point Belt Selector"?
Seems pretty useful. (I've attached a small Divx segment taken from a Preset central training vid)

I've tried: Flay, DI Powertools & various search engines but can only find the odd reference.
