I've made a tire and a rim in LW 6.5.
- first image: render in LW layout

I used Subpatch method for modeling.
For the tire prints, I used a box with subdivisions, dragging points to refining it.

and then Multiply/array/radial.

It's an heavy method for polygons but in case of a close-up you have a nice level of detail.

Hi,
here is how I made the rim.
After modeling the first part of the inside of the tire, I used Multiply/Array radial. Don't forget: Merge points. As this first part represent exactly 1/4 of the complet object, after the cloning, all the parts match perfectly. Et voila!

Select the inner points and make Extender

Resize the new polygon

and move the polygons you need
