target object vs collision object

hello; I am interested in understanding what is the fundamental difference between target objects and collision objects; for the most part they seem to be the same; specifically I have to decide for myself if I should make a starfish (which will be animated crawling over a seafloor) a t.o. or a c.o.; and likewise I have to decide if the seafloor will be a t.o. or a c.o.; I hope everyone is doing good out there in cyber space;

In your case the Starfish would be a collision object and the seafloor would be a target object.

Target is the object to be deformed by forces, and collions.
Collision is simply to let the target know it will effect it.
