What audio filter are you looking for? I know, free is good, so you can get different filters in audio programs. Goldwave is good, and if you can afford it, ACID. TMPGenc also has some normalizing audio settings.

How do you think they pay the person who makes the free version...

If you want a free VST plugin all you need to do is learn programming and make your own. Then you can give them all away for free.

At one point at some rev. there were a bunch of free VST's. Problem, they would not render. The only way to use them were to play from the timeline and record on another system.
