Does one HAVE to turn on field rendering on the camera control panel if going to NTSC or can this be added later in another program such as After Effects?

one does not have to. all my work is ntsc, and i never use lw's fields.

Usually you can getaway with just using motionblur.
You can't add true fields later in compositing unless you render out at 60 Frames/Sec and interlace that, since a frame made up of two fields contains image information from two seperate "time slices" you can't work with data that is not there.
To use fields or not is really your choice. It also depends on what is happening in the scene. Fields will make the motion look smoother on a TV but they look bad and shouldn't be used on a progressive scan device like a computer monitor. So it really depends on what you are trying to achieve.
